ADA TRANSITION PLAN FOR PARKS
Project: City of Allen, TX
Cole was selected by Direct Access Consulting to partner on a project for the City of Allen Parks and Recreation department. This department is dedicated to enhancing the accessibility and enjoyment of the city’s parks, trails, and facilities for all residents, while adhering to the Americans with Disabilities Act.
ADA for the City of Allen’s Parks, Trails, and Recreation Facilities
For this ADA Transition Planning project, Cole worked to assess the condition of outdoor walkways and other pedestrian surfaces using our proprietary ADA technology – our Segway-fitted ultra-light inertial profiler (ULIP). The ULIP was used to scan and collect precise data about paved surfaces for the City of Allen’s parks, trails, and recreation facilities.Â

Surpassing Conventional ADA Standards
The aim of this project was to surpass conventional ADA standards and prioritize creating parks that are maximally inclusive for all individuals. As a company with individuals with disabilities on their staff, Direct Access is prepared to provide first-hand insight on inclusivity.Â
Together, Cole and Direct Access were able to identify both experiential and data-informed ways in which the City of Allen can bring public spaces closer to full compliance with the American Disability Act (ADA).
Three-Phases of Success
This ADA Transition Planning project included three phases: data collection, public input, and presentation of the final ADA Transition Plan report. The report was presented to Allen City Council during the regular meeting on Jan. 23, 2024. The city council adopted the transition plan as recommended by City of Allen staff. The final report provides recommendations and suggested priorities to help guide future decisions on parks and trail projects, facility upgrades, grant applications and budget priorities when it comes to ADA compliance.
